Name The name of this club shall be known as the Carolina Feather Fanciers
Association, A non profit origination.
Purpose
1. The purpose of the Carolina Feather Fanciers Association
shall be to encourage the development of good fellowship among fowl fanciers and
to encourage each member to endeavor to breed his fowl for qualities approaching
the highest standards of perfection so as to improve the competitive status of
all breeds. In support of this objective, the Carolina Feather Fanciers
Association shall sponsor a show annually, one to be held in the spring or in
the fall. A spring show will be optional. The club will also manage the
Poultry exhibit at other events
2. To establish a scholarship for those persons that enter into Poultry
Science as a Major for their collage degree.
3. To arrange, setup, direct, or manage educational exhibits of poultry when
requested.
Section 1 All members shall be active members, associate members,
or inactive members.
Section 2 Any person of good character
and reputation who is a breeder or lover of fowl may apply for membership in
the Carolina Feathers Fanciers Association. Application for membership
shall be made to the Secretary and must be accompanied by the
membership fee for one year, or the fee may be presented to the membership at
its next regularly scheduled meeting. An affirmative vote by the majority
of the members present and voting shall be sufficient to confer membership. The
Carolina Feathers Fanciers Association reserves the right to reject any person
for membership that does not meet two requirements
above.
Section 3 The Carolina Feather Fanciers Association offers
Junior Membership to any person of good character and reputation who is a
breeder of fowl and who is between the ages of six and sixteen years.
Application for membership shall be made to the Secretary. There is no
membership fee for Junior Membership. Upon a Junior member becoming
Seventeen years of age the member ship fee will apply and that member shall no
longer be a junior member. Junior members may show in any show
in the open show, but can not show the same birds in the junior show and
the open show at the same time. To show in both shows one will be required
to have made two entries one in open and one in junior with different birds.
Section 4 The
annual membership Dues of the Carolina Feather Fanciers Association shall be set
by the Executive Committee, provided that unless the Executive Committee sets a
new membership dues for a given year, the dues shall remain the same as for the
previous year.
Section 5 The membership dues for Junior Membership
shall be free, if not on a family membership, until their 17th birth day at
which time they become an adult member..
Section 6 Life
Membership is awarded to a member by a vote of the club and there is no
cost. This is done out of gratitude for the services that member has given
to the club over 20 years of active participation in club function.
Section 7 The terms of the membership year shall be twelve
calendar months and shall commence on the first of January
of
each year and expire on the last day of December of each
year.
Section 8 Any member whose dues becomes in
arrears for six months is automatically placed on inactive membership
roster. A member may be reinstated to active membership upon
payment of membership dues.
Section 9 Charges of
misconduct or of behavior detrimental to the club members or failing to
manage ones office shall be made in writing to the President of the
Carolina Feather Fanciers Association. The Executive Committee shall consider
these charges and shall give the charged member full opportunity to appear
before it body to present a defense. The Executive Committee may, upon the
majority vote of its members present and voting, rule to suspend or expel the
charged member. The decision of the Executive Committee to suspend ,expel or
remove from office a member may be overridden by a two thirds vote of the
membership and voting in a meeting of the membership of the Carolina Feather
Fanciers Association called for this purpose. When the Executive Committee
has voted not to suspend or expel a member on a given charge, the membership may
not override the decision.
Officers and Standing Committees
Section 1 The officers
shall be the President, Vice President, Secretary, Treasurer, and the Board of
Directors.
Section 2 The duties of the President shall be:
(1) preside over all meetings and functions of the Carolina Feather
Fanciers Association, (2) carry out the instructions of the
Executive Committee, the Board of Directors, and the membership, (3)
represent the Carolina Feather Fanciers Association at all official functions,
(4) to approve proper and authorized claims against the Carolina Feather
Fanciers Association, (5) to appoint whatever committees may be needed, (6) to
make appointments to fill vacancies which occur, (7) to serve as an ex
officio member of all standing and special committees, (8) to vote only in the
case of a tied vote, (9) and to perform the customary duties of the office which
are not herein delegated.
Section 3 The duties of the Vice
President shall be: (1) to fulfill the Presidents responsibilities in the event
he becomes incapacitated, (2) to preside in the absence of the President, (3) to
serve as the official representative whenever the President
may not be present, (4) to serve as Chairman of the Executive Committee, (5) to
serve as Chairman of the Program Committee, and (6) to perform the customary
duties of the office which are not herein delegated
Section 4 The
duties of the Secretary shall be (I) to keep a full and accurate record of the
business of the Carolina Feather Fanciers Association in regular and special
meetings, (2) to serve as Chairman of the Membership Committee, (3) to keep the
membership informed of the meeting dates, (4) to issue membership cards, (5) to
keep a current file of the total membership, (6) to handle the correspondence,
and (7) to perform the customary duties of the office which are not herein
delegated.
Section 5 The duties of the Treasurer shall be
(1) to keep a full and accurate record of all financial transactions, (2) to
present a report to the membership at the regularly scheduled meetings, (3) to
receive Moines paid to the Carolina Feather Fanciers Association, (4) to pay out
Moines as directed by the membership, (5) to advise the membership so as to
assure sound spending policies, (6) to make the records of the financial status
open to the membership at any time on request, and
(7) to perform the
customary duties of the office which are not herein
delegated.
Section 6 The President may appoint members to
assist the elected officers in the discharging of their various
duties.
Section 7 The duties of the five members of
the Board of Directors shall be to meet with the elected officers at least
annually to consider policy and project any special projects or needs for the
Carolina Feather Fanciers Association. The Board of Directors shall be
composed of members in good standing whose record in the fancy service to fellow
fanciers gives them a respected right to serve as advisors to the Carolina
Feather Fanciers Association.
Section 8 The terms of office
for each elected office shall run for two calendar years, with elections to be
held in the latter part of each odd numbered year.
Section 9 .No one shall hold an office for longer than
three terms with out a vote of the club to waiver this
requirement.
Section 10 When a vacancy occurs in an elected
office, the President may appoint a member to fill the unexplored term, or
a member may be elected by the membership to complete the
term.
Section II
The standing
committees of the Carolina Feather Fanciers Association shall be as
follows:
(a) The Executive Committee shall consist of the elected
officers, the Board of Directors, and the chairmen of the
standing committees. The 1st Vice President shall serve
as Chairman.
(b) The Membership Committee shall consist of three or
more members and the Club Secretary shall serve as Chairperson
or he/she may appoint another member of the
committee to be chairman. In this case the Secretary will be an ex officio
member of the committee. This committee shall manage the process of advertising
for members and also manage all projects, exhibits, and other function to
acquire new members.
(c) The Program Committee shall consist of
three members appointed by the President. The Committee shall arrange for programs based on
topics of interest to the membership for the regularly scheduled meetings and
shall direct periodic bench shows. The Vice President shall serve as
Chairman
(d) The Show Committee shall be headed by the show
secretary and shall make all preparation for the club show by line up
the judges, purchasing all supplies for the show, lining up the NCI tester.
Making and mailing the show catalog, securing the breed club meets for the show. Placing the show ads, and any other aspect
of the show.
(e) The Show Committee shall consist of five members
appointed by the President, The Show Secretary of the Carolina Feather Fanciers
Association shall serve as Chairman of this committee. The Show Secretary shall
be appointed by the Executive Committee, with the advice and consent of a majority of the membership present and voting on at a scheduled meeting. The
office shall be continuous in term until the resignation of the Show
Secretary or
until the Executive Committee shall request his resignation. The decision
of the Executive Committee to request the resignation of the Show Secretary shall
be final, and the Executive Committee shall appoint a new Show Secretary, with the
advice and consent of a majority of the membership present and voting at a
scheduled meeting. The Treasurer shall be an ex officio member of the Show
Committee. The Show Committee shall assist the Show Secretary in working out
details for the annual show, shall assist with promotion and enlistment of
specialty shows, and shall assist in performing the general duties of
the Show Secretary as are customary to the position and are not herein delegated.
The Show Committee shall be responsible for developing the rules for the annual
show, upon the advice and consent of the membership present and voting at a
scheduled meeting, and shall be responsible to assist in the enforcement
of said rules.
Section 12 The terms of service for
committee members shall be concurrent with the terms of the elected
officers.
Section 13 The President may appoint committees,
upon the advice and consent of a majority of the membership present and voting,
to fill the various needs which may arise related to the business of the
Carolina Feather Fanciers Association . These special committees shall function
only as long as their specific responsibility is being dealt with, and are
automatically disbanded when the particular committee has presented its final
report to the membership that it has completed its work.
Section
14 The President may appoint two or more show secretaries to work
independently of each other to handle their assigned show should the club
decide to have more than one show per year. In this event both secretaries will
have the same duties and responsibility for their respected
show.
Order of Business
Section 1 The Order of Business for
the regularly scheduled meetings shall be as follows:
(1) Call to
order,
(2) Welcome Everyone,
(3) Reading and approving of the minutes of
the previous meeting & Treasurer’s report,
(4) Election of new members (5) Reports of committees and reading of
communications,
(7) Unfinished business, (old business)
(8) New
Business,
(9) Program and/or bench show,
(10)Adjournment
Section 2
The membership shall hold regularly scheduled meetings on a systematic
basis established by the
Executive
Committee, provided that the Carolina Feather Fanciers Association shall meet
monthly.
Section 3 Except in such instances as the
Constitution provides otherwise, the decision of the membership shall be
reached on the basis of a majority vote of the members present and voting. In
questions relating to proper procedures, the decisions of the presiding
officer shall be valid unless overturned by a majority vote of the
membership present and voting.
Section 4 A quorum shall be
twenty percent of the membership.
Section 5 A family
membership is entitled to two votes maximum, provided two family members are
present.
Section 6 Membership privilege:
Any club member that is present at 6 regular club meeting each year and works at
the shows the club has shall have the privilege to enter up to 10 fowl at each
club show from his or her family at no charge. This is a membership
privilege granted to Active club members only.
Ratification
The provisions of this document shall be
considered as a total amendment of the previously effective Constitution, and
shall be ratified by a two thirds affirmative vote of those members at a
regularly scheduled meeting. The provisions of the document shall be
considered as binding and effective at the time of ratification by the
membership.
